PCSRC, Police MTTD Begin Crackdown on Unregistered Delivery Riders After Deadline Expiry

The Postal & Courier Services Regulatory Commission (PCSRC), in collaboration with the Motor Traffic and Transport Department (MTTD) of the Ghana Police Service, has launched an enforcement exercise targeting unregistered delivery riders and courier service providers following the expiration of the March 31, 2026, registration deadline.

The joint operation, which commenced this week across some major cities in Accra, is aimed at ensuring strict compliance with new regulations governing the rapidly growing courier and dispatch sector.

Officials say the exercise will focus on single riders, dispatch companies, and institutions engaged in delivery services who failed to regularize their operations within the stipulated timeframe. Offenders risk having their motorbikes impounded, facing fines, or being prosecuted under existing transport and commercial regulations.

According to the PCSRC, operators were given over a year to complete their registration, making the March 31 deadline a firm cutoff point rather than a flexible target.

“This is not a sudden exercise,” a PCSRC official emphasized. “We engaged stakeholders extensively and provided ample time for compliance. What we are doing now is enforcement to bring sanity, accountability, and safety into the sector.”

The MTTD has also raised concerns over increasing road safety risks associated with unregulated delivery riders, citing cases of traffic violations, accidents, and difficulty in tracking offenders involved in criminal activities.

Authorities insist the clampdown is not only about regulation but also public safety and consumer protection. Registered operators are expected to meet standards related to rider identification, insurance coverage, and operational accountability.

Some delivery riders, however, have expressed frustration, arguing that the registration process was costly and, in some cases, unclear. A few have called for a grace period, but officials maintain that enforcement will continue unabated.

The PCSRC has encouraged all non-compliant operators to immediately begin the registration process to avoid sanctions, stressing that the long-term goal is to formalize the industry and create a safer, more reliable delivery ecosystem in Ghana.

The exercise is expected to intensify in the coming days as enforcement teams expand their operations to other regions.
