Ghana and Gabon have strengthened their bilateral partnership after signing two key Memoranda of Understanding (MoUs) and outlining a broader cooperation framework during Gabonese President Brice Clotaire Oligui Nguema’s official visit to Ghana.
The agreements were announced through a joint communiqué presented by Ghana’s Minister for Foreign Affairs, Samuel Okudzeto Ablakwa, following bilateral talks between President John Dramani Mahama and President Oligui Nguema at the Jubilee House in Accra on July 28, 2026.
The Ghana-Gabon partnership is set to expand across strategic sectors including trade, investment, mining, energy, agriculture, education, climate action, maritime affairs, defence and security.
The two countries also agreed to strengthen diplomatic engagement through political consultations and cooperation in diplomatic training as part of efforts to convert longstanding friendship into practical benefits for their citizens.
Ghana and Gabon Sign MoUs to Strengthen Diplomatic Cooperation
The communiqué issued after the meeting stated that President Oligui Nguema’s visit was conducted in the spirit of the long-standing friendship and cordial relations between Ghana and Gabon.
The visit sought to deepen bilateral relations and expand cooperation in areas of mutual interest, including political and diplomatic consultations, trade and investment, mining, energy, agriculture, forestry, fisheries, maritime affairs, transport, tourism, education, health, defence and security cooperation.
During the discussions at the Jubilee House, the two leaders reviewed the current state of relations between both countries and expressed satisfaction with the warm ties that have existed over the years.
They acknowledged the significant opportunities available for expanding cooperation and agreed to translate their strong political relations into stronger economic partnerships. As part of efforts to strengthen institutional collaboration, Ghana and Gabon signed an MoU on political consultations between their respective foreign ministries.
The countries also signed an agreement on diplomatic training cooperation between Ghana’s Foreign Service Institute of the Ministry of Foreign Affairs and Gabon’s Institute of Diplomatic Studies under the Ministry of Foreign Affairs and Cooperation in charge of Integration and the Diaspora.
The diplomatic training agreement is expected to promote knowledge exchange, professional development and stronger collaboration between officials of both countries.
Trade, Mining and Energy Drive Economic Cooperation
Trade and investment emerged as a major focus of the renewed Ghana-Gabon partnership, with both countries agreeing to encourage greater commercial exchanges and private sector participation.
The two leaders emphasised the need to expand two-way trade, industrial cooperation, innovation and value addition while creating opportunities for businesses in both countries.
Ghana and Gabon also committed to leveraging the opportunities presented by the African Continental Free Trade Area (AfCFTA) to promote intra-African trade and economic integration. The communiqué highlighted mining and mineral value addition as key areas for cooperation.
Both countries agreed to exchange expertise in responsible mining, geological surveys, mineral governance, gold and manganese value addition, critical minerals development and investment promotion.
The partnership will also cover oil, gas and energy cooperation, including regulatory practices, petroleum exploration and exploitation, renewable energy development, energy transition initiatives and technical exchanges among relevant institutions.
Agriculture, Fisheries and Climate Action Form New Areas of Collaboration
The two countries agreed to strengthen cooperation in agriculture and agribusiness through collaboration in commercial agriculture, mechanisation, seed development, agricultural research, food security, agro-processing and agricultural marketing.
Fisheries and aquaculture were also identified as priority areas, with Ghana and Gabon committing to cooperate in sustainable fisheries management, aquaculture development, fisheries research, marine resource conservation and efforts to combat illegal, unreported and unregulated fishing.

The communiqué further outlined cooperation in forestry, biodiversity conservation and climate action. The partnership will support sustainable forest management, carbon market development, carbon credit initiatives, climate resilience, ecosystem restoration and nature-based solutions.
The two leaders recognised Gabon’s international reputation in rainforest conservation and Ghana’s climate resilience initiatives as a basis for stronger environmental cooperation.
Education, Health and Digital Transformation Included in Partnership
Ghana and Gabon also agreed to deepen cooperation in education and human capital development through academic exchanges, research collaboration, technical and vocational education and language training programmes.
The agreement will encourage collaboration between Ghanaian English language institutions and relevant Gabonese institutions to support English and French language proficiency, professional training and continental integration.
The two governments further committed to advancing digital transformation and public sector modernisation through cooperation in e-governance, digital public services, cybersecurity and innovation.
Health cooperation was also included in the partnership framework, with both countries agreeing to collaborate in disease surveillance, pharmaceutical development, strengthening public health institutions and medical training.
Ghana, Gabon Deepen Gulf of Guinea Security Cooperation
Security cooperation formed another important component of the discussions, with both leaders reaffirming their commitment to intelligence sharing, capacity building and joint efforts against transnational organised crime, piracy, terrorism and trafficking.
Recognising their shared position as coastal states along the Gulf of Guinea, Ghana and Gabon agreed to strengthen maritime security cooperation. The partnership will focus on port development, marine spatial planning, ocean governance and sustainable utilisation of marine resources.
The two countries believe stronger maritime cooperation will help protect marine resources and promote the blue economy as a driver of inclusive and sustainable growth.
Leaders Reaffirm Commitment to African Integration
President Mahama and President Oligui Nguema reaffirmed their commitment to the objectives of the African Union’s Agenda 2063 and the United Nations Sustainable Development Goals.
The two leaders pledged to continue working together to promote peace, security, constitutional governance, democracy, the rule of law and sustainable development across Africa.
They also emphasised the importance of collective African action in addressing challenges such as xenophobia and all forms of discrimination that threaten continental unity and progress.
Both countries agreed to maintain close coordination within the African Union, the United Nations, the AfCFTA framework and other multilateral platforms to advance Africa’s collective interests.
State Visit Reinforces Ghana Gabon Friendship
During the official visit, President Oligui Nguema participated in a tree planting ceremony at the Jubilee House, symbolising the enduring friendship between Ghana and Gabon.
He also visited the Kwame Nkrumah Memorial Park, where he paid tribute to Ghana’s first President and a leading advocate of Pan-Africanism. The two leaders expressed satisfaction with the outcomes of the visit and committed to implementing the agreements reached during their discussions.
President Mahama thanked President Oligui Nguema for undertaking the official visit, while the Gabonese leader expressed appreciation to the government and people of Ghana for the warm reception and hospitality extended to him and his delegation.
President Oligui Nguema also invited President Mahama to undertake a state visit to Gabon at a mutually convenient date, an invitation the Ghanaian leader accepted.
