The Natural Resource Governance Institute (NRGI) has warned that Ghana’s buoyant fiscal outlook, fueled by record gold export revenues, is dangerously masking a severe structural decline in upstream petroleum output and deepening governance Challenges across the extractive sector.

While surging global bullion prices and elevated small-scale mining output have temporarily shored up foreign exchange reserves, the policy think-tank stresses that this mineral windfall creates a false sense of security while crude oil fields mature without adequate reinvestment or regulatory oversight.

“Mr Patrick Kwabena Stephenson, Country Manager of NRGI, noted that while higher gold prices and increased production had strengthened government revenues and external reserves, declining crude oil production, governance gaps and weak accountability in the extractive sector posed long-term risks to economic stability. He cautioned that the rapid expansion of artisanal mining had heightened concerns over illegal mining, gold smuggling and regulatory oversight, prompting GoldBod to tighten reporting requirements for licensed gold buyers.”NRGI

Evaluating the country’s macro-fiscal trajectory following Finance Minister Dr. Cassiel Ato Forson’s presentation of the 2026 Mid-Year Budget Review, NRGI pointed out that petroleum output is projected to slump to 37.95 million barrels in 2026 roughly 103,959 barrels per day down significantly from 46.35 million barrels in 2025.

To avert severe fiscal dislocations when gold market cycles soften, economic analysts emphasize the urgent necessity of enacting a dedicated Mineral Revenue Management Act.

Such a legal framework would establish clear rules for savings, stabilization funds, and strategic developmental investments. Furthermore, while the surge in artisanal and small-scale gold production has generated liquidity, it has simultaneously exacerbated informal supply chains, environmental degradation, and cross-border gold smuggling.

Strengthening compliance through GoldBod’s heightened reporting standards is a positive step, but holistic institutional reforms remain mandatory to curb leakages and secure sustainable domestic resource mobilization.

 Furthermore, retaining petroleum revenues within state-backed entities like Jubilee Oil Holdings Limited (JOHL) and Explorco outside the direct oversight of the PRMA—subverts constitutional accountability mechanisms, creating parallel spending pools that evade parliamentary scrutiny.

Reverting this hazardous path requires the immediate deployment of the proposed National Petroleum Revitalisation Strategy.

Additionally, transparent financing frameworks must be established for crucial energy assets, including the proposed second gas processing train and broader power sector restructuring.
