The Civil and Local Government Staff Association of Ghana (CLOGSAG) has announced plans for an industrial action following what it described as government inaction on the implementation of a unique salary structure and improved conditions of service for civil and local government staff.
In a press statement released on Thursday, February 19, 2026, the National Executive Council (NEC) of CLOGSAG outlined the protracted history of negotiations on the issue, which began in 2019 and culminated in the signing of two separate Memoranda of Understanding (MOUs).
Despite repeated reminders to the Ministry of Labour, Jobs and Employment and the Fair Wages and Salaries Commission (FWSC), the NEC noted that the government has failed to respond or implement the agreed measures, which were to take effect from January 1, 2025.

The NEC expressed concern that staff of the Civil Service and Local Government Service are being “taken for granted” as a result of the government’s failure to honour its commitments.
In response, the council has declared industrial action to press for the demands of its members.
CLOGSAG has further warned that, should the government continue to disregard the agreements, the association’s constituents will embark on a nationwide strike starting March 9, 2026.
“NEC decided further that should the government fail to honour its side of the bargain, the constituents of CLOGSAG would embark on a nationwide strike with effect from 9th March 2026,” the statement concluded.
