The Office of the Special Prosecutor (OSP) has notified the High Court in Accra of a new charge sheet in the National Petroleum Authority (NPA) scandal case involving former NPA CEO Dr. Mustapha Hamid and 10 others. The case has been transferred to Criminal Court 4, with the next hearing scheduled for December 9, 2025.
The OSP had initially charged Dr. Hamid and his co-accused with 25 counts of extortion, conspiracy to commit money laundering, and money laundering. However, the new charge sheet increases the charges to 54, involving transactions worth GH¢291,574,087.19 and US$332,407.47. The accused allegedly operated a coordinated scheme targeting Oil Marketing Companies (OMCs) and Bulk Oil Distribution Companies (BDCs), laundering funds through luxury properties, vehicles, and fuel stations.
The OSP has seized and frozen assets belonging to the accused, including tanker trucks, fuel stations, houses, and parcels of land valued at over GH¢100 million.
The case is expected to be one of Ghana’s most closely watched corruption prosecutions in the petroleum sector.
