Parliament approves Justice Paul Baffoe-Bonnie’s nomination as Chief Justice

Parliament has approved the Chief Justice nominee, Justice Paul Baffoe-Bonnie, as the new Chief Justice of the Republic of Ghana despite strong opposition from the Minority side. The Minority members on the Appointments Committee had earlier voted en bloc against the nominee.

His nomination was debated and approved by Parliament on Thursday, November 13, 2025. The session, presided over by the Speaker of Parliament, Alban Bagbin, saw extensive deliberations on the President’s nominee.

The approval followed the presentation of the report from the Appointments Committee, which had earlier vetted the Supreme Court judge.

Committee Chairman Bernard Ahiafor, moving the motion, submitted that the committee recommends to the House, by majority decision, the adoption of the report for the approval of Justice Paul Baffoe-Bonnie as Chief Justice of Ghana. The motion was seconded by Ricketts-Hagan Kweku George, Vice Chairperson of the Appointments Committee.

Contributing to the deliberations, the Majority expressed full support for the nominee.

Concluding the debate, the Minority rejected the nomination and demanded a secret ballot.

However, Deputy Minority Whip, Habib Iddrisu of Tolon, rose to request a headcount instead. The Speaker granted the request and directed those opposed to the motion to stand. Clerks at the table conducted the count, after which the Majority recorded 163 votes while the Minority had 69.

The Speaker adopted the motion and declared the nominee approved by a majority decision.

Justice Baffoe-Bonnie, who has served on the Supreme Court since 2008, will succeed Chief Justice Gertrude Torkornoo after he is sworn in by the President in accordance with Article 144(1) of the 1992 Constitution.
