Government has issued a sharp reminder to all Ministers of State, prohibiting them from publicly announcing any major policy initiatives or programmes without securing prior Cabinet approval.
The directive, issued on Monday, by the Secretary to Cabinet, Professor Kwaku Danso-Boafo stresses that non-compliance violates constitutional protocols and the fundamental principle of collective government responsibility.
The circular, dated 27 October 2025, noted a “growing practice” where some Ministers have bypassed the established governance protocols by announcing initiatives “purportedly on behalf of the Government” before they have been duly discussed, reviewed, or approved by the Cabinet.
“Cabinet wishes to remind all Ministers that, in accordance with established governance protocols and the collective responsibility principle enshrined in the Constitution, no public policy, programme, or major initiative shall be considered a policy of Government unless it has been duly submitted to, deliberated upon, and approved by Cabinet,” the statement read.
To ensure strict adherence, Ministers have been mandated to submit all proposed policies, programmes, or legislative initiatives to the Cabinet Secretariat through the Chief Director of their respective Ministries for formal inclusion on the Cabinet agenda.
This directive aims to “safeguard policy coherence, uphold collective Cabinet responsibility, and ensure that all Government communications and actions reflect the unified and approved position of the Administration.”
Professor Danso-Boafo warned that any public statement or initiative undertaken outside of the mandated process “shall not be deemed to represent official Government policy.”
Ministers were firmly advised to refrain from announcing or implementing any policy that has not received explicit Cabinet approval.
