Government to Revoke Controversial LI 2462: A Step Towards Curbing Galamsey

The Attorney General and Minister for Justice, Dominic Akuritinga Ayine, has announced that the government is set to revoke the contentious Legislative Instrument (LI) 2462, which allows mining in forest reserves. This decision comes after widespread public outcry and political debate. Speaking at a stakeholder engagement on illegal mining in Accra, Dr. Ayine revealed that a new instrument, LI 2505, has been prepared and will be laid before Parliament on October 14, 2025.

The Attorney General confirmed that the decision to revoke LI 2462 was taken in agreement with the Minister for Lands and Natural Resources. The new law will prohibit mining in forest reserves completely, with all forest reserves listed in a schedule attached to the bill. Notably, the law will explicitly prohibit mining in forest reserves, preserving Ghana’s fragile ecological balance. Furthermore, any future changes to the law will require parliamentary approval, making it more difficult to weaken environmental protections.

Dr. Ayine emphasized that the government is committed to protecting the country’s natural resources and environment. The revocation of LI 2462 is seen as a significant step towards curbing the galamsey menace and promoting sustainable development. With the new law, the government aims to ensure that Ghana’s forest reserves are protected for future generations.
