The Accra Metropolitan Assembly has initiated stakeholder engagements with tenants of its commercial buildings in the Central Business District on plans to redevelop low-rise structures into modern multi-storey facilities under a Public-Private Partnership arrangement. The engagement, led by Mayor of Accra Hon Michael Kpakpo Allotey, aims to tackle chronic congestion in the city’s core by “building vertically” and creating more space for traders currently operating on streets and pavements.

The redevelopment project has several key objectives, including the reconstruction of low-rise AMA-owned commercial buildings into high-rise structures to improve space utilization and reduce congestion. Private investors will finance and construct the facilities, with the AMA ensuring a smooth transition for tenants. A comprehensive data collection exercise will also be conducted to document all current tenants using Ghana Card details, photographs, and shop records.

The projects are expected to be completed within five months, with ground-floor shops delivered in two months to minimize disruptions to trading activities.

However, some tenants expressed concerns about the one-month deadline to vacate their shops and requested written assurances of reallocation, citing past cases where traders were denied access to redeveloped facilities. The AMA has agreed to hold further consultations on reallocation terms and provide written guarantees addressing tenant concerns.
